Upcycled Navy Polka Dot Dress

The before was quite modest and ruffly. I think this was actually a Mennonite or Amish dress. I kept some ruffles, chopped off the rest, gave it some shape and a zipper. Slap on a chic belt and it’s ready to rock. Sorry – this one’s a keeper. Here’s how it’s done…
